Abstract
While traditional state-based security challenges remain important, the most serious threats to international security come from transnational phenomena. Transnational terrorism is the most visible current threat of this type, and governments are all too aware of the problems of fighting such a networked opponent that operates across borders, skillfully capitalizing on the increased travel, multifaceted communications, and expanded financial capabilities resulting from the process of globalization.
